Short-term contracts for people who hold lives in their hands. Brilliant. Months of arrears, years of goodwill, one-way tickets. The island trains them, pays them in promises, then watches them board planes where the same degree buys a mortgage. Recruiters abroad barely need to advertise. A rolling contract is cheaper than a hospital bed. That arithmetic is the whole policy.
