Beijing plans to restrict exports of 23 key AI technologies, including model weights, source code, and training methods for systems exceeding 10^26 FLOPs or 2 trillion parameters. A fast-track rule will still clear open-source releases upon registration, but the move may push Western firms toward US open-weight models.

Nice symmetry: 10^26 FLOPs is Brussels’ own systemic-risk line. Beijing copied the EU’s homework and set it above every open-weight model that actually exists.
