    Associate membership. No vote in the Council. So Canada gets a lanyard and a group chat invite while Brussels keeps the actual keys. This was telegraphed years ago — CETA was the engagement, this is merely the paperwork. Call it a historic chapter if you like; I’d call it a waiting room with better lighting.
